official business of the Committee and the Committee agreed to function by
consensus.
SECRETARY'S REPORT
The Secretary's report for the meeting of 20 November was
accepted, by consensus, without change. Meeting minutes are now posted on the
County EMA Website: http://www.androscogginema.org
OLD BUSINESS
A. Committee Secretary reported that there were no public requests for chemical right-to-know information.
B. Committee Secretary provided the SERC and SERC Training Reports – SERC will not be having a meeting until January 12 so there is nothing to report but Committee Secretary repeated news about methods that SERC will attempt to utilize to reduce amount of funds being doled out, i.e., more self-sufficient for training, lass support to hazmat and decon teams, etc….; EMA Training Report: staff conducted ICS 100/700 for County Commissioners on December 2 and for Lew/Aub Water Pollution Control Authority on December 9; there is no other training commitment for EMA until the New Year; EMA Deputy Director will attend a week-long Hazmat Preparedness and Response Training program at the Emergency Management Institute in Emmittsburg, MD from January 17-22, 2010; Pioneer Plastics reports they are planning a 40-hour Industrial Fire Brigade Course this coming spring
C. Financial Report – funds received since the last meeting (financial report includes November and December combined): $2,745.34 for qtrly stipend + $2,898.59 for HSGP invoices + $10,199.12 for contract planners + $75.56 for Octobere earned interest + $86.07 for November earned interest for a total of $16,004.68; total cost incurred to date: $447,322.13; unencumbered balance: $29,014.17; encumbered balance: $20,484.20; purchases made since last meeting – $125 for the required Annual LEPC Public Notice to appear in the Sun-Journal on Mon-Tues-Wed, November 23-24-25, 2009; purchases to recommend: None
D. Status of Homeland Security Grant 2009 - Where are we now?
FY-09 HSGP – grant recipients waiting receipt of MOUs from MEMA before they can make their purchases – advised after today’s meeting that MOU’s have been sent to all grant awardees

COBRA Team status: responded to a “white powder”
incident at TD Bank on Tuesday 15 December – no report yet received
NEW BUSINESS
A. Reminder that “Annual Submissions” which will include facility registration and chemical inventory fees will now be due on March 1- EMA has revised paperwork packages if needed but REMEMBER: ALL SUBMISSIONS ARE DUE ELECTRONICALLY TO THE LEPC, FIRE DEPARTMENT IN THE JURISDICTION IN WHICH YOU DO BUSINESS AND TO THE STATE EMERGENCY RESPONSE COMMISSION (SERC); Tim advised companies that the Tier II Submit software is in the process of being updated; call the EMA office (Tim) if you need assistance with electronic submission process
OTHER BUSINESS
A. Received
e-mail from Ken Allen, of DCP Midstream (formerly Duke Energy) informing us
that he regrets not being here for the November meeting and will not be here
for the next several meetings as he had to have surgery to remove a malignant
mass from his neck and that he is scheduled to begin radiation treatments this
week. His temporary replacement, CJ
(Calvin) Rueling, indicated he had received his first treatment and that Ken is
doing well. The LEPC approved sending
Ken a “get well” arrangement and if anyone would like to send ken a cheery
note, his address is: Kenneth R. Allen –

B.
Knight-Celotex has been sold and is now Blue Ridge Fiberboard – John
Silvestri, Committee Vice chair, is still employed by the new company
C.
Jessica Smith, of Pioneer Plastics, reported that H1N1 is a recordable
illness on companies’ OSHA Reporting Log – the information is included with
these minutes; Jessica also mentioned (after the meeting) that proposed Toxic
Use Reduction Act (TURA) will have some serious implications for facilities if
passed as proposed – Joanne will attempt to get additional information (or a presenter)
on this topic at a future meeting
