SECRETARY'S REPORT
The Secretary's report for the meeting of 25 September
was accepted, by consensus, without change. Meeting minutes are now posted on
the County EMA Website: http://www.androscogginema.org
OLD BUSINESS
A. Committee Secretary reported that the request from Lewiston Fire Department pertaining to chemicals at Pioneer Plastics was never submitted in writing as information was provided to LFD by Auburn Fire Dept
B. Committee Secretary provided the SERC and SERC Training Reports SERC will be discussing future funding of hazmat response teams and asked SERC members to begin to think about funding formulas and training funding for next year; 4 EPCRA workshops are scheduled for January and February but there are no dates or locations and will include in meeting minutes if available; EMA Training Report: staff will be conducting ICS 100/700 for County Commissioners on December 2 at 9 AM and for Lew/Aub Water Pollution Control Authority on December 9 at 8 AM; County EMA staff participated in phase two of the statewide 24-hour County EOCs exercise on October 28-29 and received high praise from the FEMA exercise evaluator; Joanne and Tim attended FEMAs two-day Bioterrorism Mass Prophylaxis (Vaccination) Training in Oxford County on November 9-10; Tim and Ray Lussier conducted ICS 300 at Auburn Hall in October and KC is currently conducted a CERT Course at Auburn Police Dept on Monday evenings; Ray Lussier is conducting PPE training for city staff
C. Financial Report due to extremely limited time in the office this week, Joanne was unable to prepare the financial report and will provide next meetings report; purchases made since last meeting none; purchases to recommend: $125 for the required Annual LEPC Public Notice to appear in the Sun-Journal on Mon-Tues-Wed, November 23-24-25, 2009
D. Status of Homeland Security Grant 2009 - Where are we now?
FY-09 HSGP awards were made known to County EMAs late Wednesday and recipients will be advised today

COBRA Team status: completed Hazmat Technician
Refresher Training in September and will participate in an exercise on December

NEW BUSINESS
A. SERC has scheduled EPCRA Workshops in January and February but dates and times have not been listed will provide when available
B. Androscoggin EMA has been invited to attend the FEMA Hazmat Preparedness and Response Course at the National Emergency Training Center in Emmittsburg, MD on January 18-21, 2010 cost of travel is $430 for R/T airfare which is fully reimbursed by FEMA and cost of the weeks meal ticket is $95.00 Would LEPC be willing to advance travel funds and pick up the cost of the meal ticket for the EMA Deputy Director to attend this training? - total cost to LEPC after travel cost reimbursement would be only $95.00 LEPc agreed to pick up the cost of the meal ticket and advance travel funds
C. Safe Handling has been sold to a Utah company Mr. David Chatfield is now at the helm as Brian Drexel has left the company.

A. Stephen
Brezinski of Maine DEP presented a video of a recent train derailment in Gilead
