SECRETARY'S REPORT
The Secretary's report for the meeting of 26 June was
accepted, by consensus, without change. Meeting minutes are now posted on the
County EMA Website: http://www.androscogginema.org
OLD BUSINESS
A. Committee Secretary reported there was one request for community right-to-know information since the last meeting verbal request received from Lewiston Fire Department pertaining to chemicals at Pioneer Plastics the proper request form for CRTK info was sent and the Fire Department has since withdrawn the verbal request as they received the info needed from Auburn Fire Department
B. Committee Secretary provided the SERC and SERC Training Reports minutes have not yet been received from the July 14 SERC meeting; EMA Training Report staff continuing to work with locals on H1N1 plans and procedures available to assist business and industry with planning and training in this area H1N1 planning checklists have been sent to all who should be concerned; ICS 100 and 700 was conducted for Pioneer Plastics on August 4 and 18; staff is continuing to work with Sabattus local officials with development of their emergency operations plan; County staff will participate in the second of two state-wide County EOC exercises on October 29 which will be a 24-hour County EOC exercise; staff participated in Bates Colleges full-scale exercise on August 20 which involved participation from numerous local emergency response, County EMA staff, DEP and private sector interests; Ray Potter provided a brief report; the County CERT/CART team is currently undergoing the ICS 100 program; Pioneer Plastics reported they are doing a fire brigade training program call Jessica Smith for more info
C. Financial Report: Funds received since last meeting: $4,215.34 for LEPC Qtrly Stipend + $262.for CERT/CART invoices + $2,367.00 for contract planner invoice + $167.41 earned interest for June and July for a total of $7,011.75; total expenditures $443,016.62; unencumbered balance of $26,766.66; encumbered balance of $19,052.19; purchases made since last meeting toner cartridge for printer
D. Status of Homeland Security Grant 2009 - Where are we now?
FY-09 HSGP opened on Monday 17 August application information sent out applications due back to County EMA offices NLT 4 PM on 25 September; County Review Committee will convene on October 5 to review and prioritize the applications and make recommendations to the State Review Committee to approve/deny this is due to MEMA NLT 4 PM October 8 there is only $2.227 million available for state-wide competitive applications

NEW BUSINESS
A. SERC adopted rulemaking pertaining to chemical reporting and fee payments EFFECTIVE IMMEDIATELY - All Reports and Fees will be due March 1 for the previous year. The Registration and Inventory Fee Worksheet have been combined and will now be a single form due on March 1 for the previous year. NO reports or fees will be due on October 1st. Due to these changes, MEMA will be sending out the normal reminder package during the month of November, in plenty of time to prepare all of your 2009 submissions for the march 1, 2010 deadline. Please call here if you have questions or concerns.
OTHER BUSINESS
A. Jessica Smith provided a
brief summary of the recent fire events one note is that hospitals and EMA
were not notified (as a heads-up courtesy call since there is no requirement
to do so)
