Meeting called to order by Committee Chair, Phil Morgan at 0830 hours and introduced Kris Gammon, of Central Maine Regional Resource Center as the newest member (will attend in place of John Bastin) and her name will be forwarded to SERC for its “approval”.

 

            Committee members and guests present:

There was no quorum (two missing) to conduct official business of the Committee and the Committee agreed to function by consensus.

 

 

SECRETARY'S REPORT

 

The Secretary's report for the meeting of 28 May was accepted, by consensus, without change. Meeting minutes are now posted on the County EMA Website: http://www.androscogginema.org

 

 

 

 

 

 

 

 

 

 

OLD BUSINESS

 

A.                                        Committee Secretary reported that there were no public requests for chemical right-to-know information.

                                                             

B.                                         Committee Secretary provided the SERC and SERC Training Reports – awaiting meeting minutes from the SERC July meeting which was held on Wednesday of this week; EMA Report – staff continuing with the day-to-day, on-going training and planning activities for CERT and CART and for the municipalities of Sabattus and Turner; continuing with  Hazard Mitigation Planning activities with the final meeting being held on July 22 and a couple of review meetings with AVCOG and MEMA officials completed; conducted Warning Receipt and Dissemination Training for Sheriff Department 911 Dispatchers on July 21 and 28; the first of two NIMS/ICS Orientation Courses was conducted for Group One of Lewiston City Officials on July 13 and 20 and the second course is scheduled for August 10 and 17 – if anyone is interested in taking that second course please let Joanne or Tim know; IMAT vehicle was requested for use at the Balloon Festival and will be manned by trained 911 dispatchers; staff will be participating in National Night Out with the City of Auburn on Tuesday evening August 3 at Festival Plaza from 5:30 to dusk – there will be displays from CERT/CART and RACES and the IMAT Vehicle and CART Trailer will also be on site – an opportunity for us to recruit additional CERT members; next date for the Wal-Mart Exercise is September 23; an exercise is still being planned with DCP Midstream for the month of October and they are planning a worse-case scenario exercise, involving a possible BLEVE, for sometime in November

 

C.                                         Financial Report – funds received since the last meeting:  $245.20 for CERT invoice + $259.37 for CART invoice + $7,006.35 for Contract Planner and planning materials + $51.77 earned interest for May for a total of $7,562.69; total expenses incurred to date:  $463,128.70; unencumbered balance:  $29,582.90; encumbered balance:  $21,631.90; purchases made since last meeting:  none;  purchases to recommend:  NONE

 

D.                                        Status of Homeland Security Grants - Where are we now?

 

HSGP ’10 grant period to open sometime early fall – this year only about $6 million available to Maine – last year $ a little over $7 million was available

 

E.                                         COBRA Team status: no official report – waiting to speak with Team Chief relative to some changes that SERC is discussing pertaining to teams consolidation/deletion/ etc…., in order to make the financial ends meet
