official business of the Committee and the Committee agreed to function by
consensus.
SECRETARY'S REPORT
The Secretary's report for the meeting of 26 Marchy was
accepted, by consensus, without change. Meeting minutes are now posted on the
County EMA Website: http://www.androscogginema.org
OLD BUSINESS
A. Committee Secretary reported that there were no public requests for chemical right-to-know information.
B. Committee Secretary provided the SERC and SERC Training Reports awaiting meeting minutes from the SERC May meeting; the Partners In Preparedness Conference was well attended with over 250 participants; EMA Report staff continuing with the day-to-day, on-going training and planning activities for CERT and CART and for the municipality of Sabattus and Turner; Hazmat Awareness Training soon to be scheduled for Lew/Aub 911; Hazard Mitigation Planning Workshops were held on April 1 and May 26 with the third one scheduled for July 22; IMAT vehicle training completed for Lew/Aub 911 on three different occasions and vehicle demonstration/orientation for IMAT members is scheduled for June 21; EMA staff participated in the Wal-Mart Distribution Center tabletop exercise on May 27; Androscoggin RACES (ham radio operators) will be conducting a hospital communications exercise on June 15; another 2010-2011 exercise is being planned with the Auburn Intermodal Facility with initial planning meeting being held on May 7; Pioneer Plastics did Medical First Responder training in March as well as industrial fire and live burn training; Kevin reported that the Central Maine Regional Resource Center will be conducting Hospital Hazwoper Training
C. Financial Report funds received since the last meeting: $2,745.34 for qtrly stipend + $7,327.86 for Hazmat Ops and Ops Refresher Training and Contract Planners + $90.34 for March earned interest + $53.94 for April earned interest for a total of $10,217.28; total expenses incurred to date: $452,701.03 (less than the April report since funds encumbered for training were less than anticipated); unencumbered balance: $30,849.21; encumbered balance: $20,161.90; purchases made since last meeting: none; purchases to recommend: 1 LEPC 4-drawer file cabinet at $149.00 w/free shipping from Staples Office Supplies and one DELL projector w/lamp, case and remote control for $1,062.59 majority of training done is for required hazmat training and does fall under the SERC List of Allowable Equipment/Supplies these items were all approved by consensus.
D. Status of Homeland Security Grants - Where are we now?
HSGP 07 closes out June 30; HSGP 09 allocations have been made; waiting on HSGP 10 grant period to open (??fall)
E.
COBRA Team status: no official report received; participated
in training exercises with CST and participated in the Wal-Mart Distribution
Center Exercise on May 27
NEW BUSINESS
A. Committee Secretary reviewed the new SERC funding policies as they pertain to quarterly stipends (or lack thereof for LEPCs with an excess of half their allocation on the books) as well as list of eligible expenses; the SERC Training Application has also been revised Joanne has a paper copy and has also requested an electronic copy
B. Jessica Smith reported they went through a significant OSHA inspection with emphasis on PSM (Process Safety Management) all facilities should be on the lookout!!!
