Committee Chair, Phil Morgan at 0830 hours.
Ken Allen was welcomed back from an extended sick leave; Committee Chair
also introduced Anna Russo from Savage Safe Handling.

official business of the Committee and the Committee agreed to function by
consensus.
SECRETARY'S REPORT
The Secretary's report for the meeting of 26 February was
accepted, by consensus, without change. Meeting minutes are now posted on the
County EMA Website: http://www.androscogginema.org
OLD BUSINESS
A. Committee Secretary reported that there were no public requests for chemical right-to-know information.
B. Committee Secretary provided the SERC and SERC Training Reports SERC meeting minutes for meeting of March 9 includes the following: approved Androscoggin Countys 3 new hazmat trainers (from Auburn Fire Department); the SERC Training Committee will be looking at new guidelines for trainers and vendors and will also be setting new minimum standards; SERC reviewed compliance update and reported that 2008 chemical reports yielded 1,953 compared to 1,599 for 2007 reporting year and to date (as of the March 9 SERC mtg) on 99 facilities had submitted their annual 2009 Tier II chemical reports; SERC is also looking at existing hazmat response coverage with a goal of having response personnel within 1 hour of incident and a hazmat team on scene within two hours of an incident SERC found it has gaps for coverage in northern and eastern parts of the state; SERC also indicates that SERC funding is becoming less and less available and creativity for continued funding of hazmat teams will have to prevail; SERC also looking at the budget and how it will fund LEPCs; SERC looking at various proposals to fund LEPCs and Hazmat Teams and training funds requests and one of those proposals includes collection of fees from natural gas pipeline at .02 cents per 5,000 CF with part going to DEP and the remainder staying in SERC Fund this proposal will be going to legislature soon; EMA Report staff continuing with the day-to-day, on-going training and planning activities for CERT and CART and for the municipality of Sabattus; Hazard Mitigation Planning Workshop is scheduled for local officials on Thursday 1 April at & PM; Gulf Island EAP meeting scheduled for Tuesday 6 April at 9 AM and MEMA/SERC 2nd Annual Preparedness Conference scheduled for April 29-30 at Augusta Civic Center link to register on line at: http://www.regonline.com/meprepares2010 - per MEMA, space is limited so please register early; facilities had no training to report on
C. Financial Report funds received since the last meeting: $2,745.34 for qtrly stipend + $95.75 for WMD invoice + $87.12 for CERT/CART invoice + $4,681.09 for contract planners + $71.62 for January earned interest for a total of $7,680.92; total expenses incurred to date: $458,743.59; unencumbered balance: $29,850.14; encumbered balance: $17,928.66; purchases made since last meeting: none; purchases to recommend: none
NOTE: Training Accounts 400-500-505 (hazmat awareness, awareness refresher and ops/ops refresher) have all been consolidated into the 400 training account and whatever funds were in those three accounts are now in the 400 account the $8,232 for hazmat team pagers (they no longer use pagers) was transferred from the 110 account to the 400 training account to help with extra costs for hazmat ops and hazmat ops refresher training not covered by the small SERC Training Stipend
D. Status of Homeland Security Grant 2009 - Where are we now?
All awards have been made now waiting of FY-10 HSGP grant period to open up
E.
COBRA Team status: no report received; will be
participating in the Wal-Mart Distribution Center Ammonia Release tabletop exercise
in May
NEW BUSINESS
A. Reminder that Annual Submissions which include facility registration and chemical inventory fees were due on March 1- just received master list from MEMA showing who has reported we will index that list against reports received by this LEPC
OTHER BUSINESS
A. In order to accommodate
anyone who wants to attend the Maine Preparedness Conference on April 29-30,
the April 30 LEPC meeting has been canceled (no one voted to hold the meeting
the week before) so the next meeting will be held on May 28 at 8:30 AM here at
the County EMA office.
