official business of the Committee and the Committee agreed to function by

SECRETARY'S REPORT
The Secretary's report for the meeting of 19 December was
accepted, by consensus, without change. Meeting minutes are now posted on the
County EMA Website: http://www.androscogginema.org
OLD BUSINESS
A. Committee Secretary reported that there were no public requests for chemical right-to-know information.
B. Committee Secretary provided the SERC and SERC Training Reports – SERC meeting minutes of January 12 not yet received – nothing to report on; EMA Training Report: EMA Deputy Director traveled to the Emergency Management Institute (EMI) in Emmittsburg, MD to attend the week-long Hazmat Preparedness and Response Training Course from January 17 to 22 (still waiting on travel reimbursement); EMA staff attended the EPCRA Workshop at Ramada Inn on January 29 – attended Part 1 of 2 of a Public Information Officer Course on February 2 and will attended Part 2 on February 23-24; two Hazmat Awareness Refresher and one full Hazmat Awareness Course were scheduled then canceled by L/A 911 due to other conflicting activities; on February 17, EMA Deputy Director attended the first planning meeting for the Wal-Mart Distribution Center’s ammonia scenario tabletop (May 27, 2010) and full-scale exercises; Upcoming Training/Events: Maine Preparedness Conference April 29-30 at Augusta Civic Center – lin to register is: http://www.regonline.com/meprepares2010 - per MEMA, space is limited so please register early; Jessica Smith of Pioneer Plastics reports they are planning a 40-hour Industrial Fire Brigade Course during the week of May 17th – they are interested in sharing the class with other companies who might have a few people in need of this course – anyone interested should contact Jessica Smith at 207-689-9342 or JLSmith@Pionite.com for further details and cost; if there are facilities with an interest in organizing or providing recruits for the Federal Emergency Management Agency CERT program, contact the Androscoggin EMA Office
C. Financial Report – funds received since the last meeting: $81.86 for December earned interest + $73.07 for January earned interest + $6,930 for Hazmat Ops and Ops Refresher course invoices + $600.62 for CER/CART invoices + $3,036.26 for Contract Planners for a total of $10,721.81; total expenses incurred to date: $454,832.67; unencumbered balance: $28,588.56; encumbered balance: $20,484.20; purchases made since last meeting: none; purchases to recommend: none
D. Status of Homeland Security Grant 2009 - Where are we now?
FY-09 HSGP – grant of $95,000 open to law enforcement for interoperable communications equipment – one application received did not meet criteria and one application from Sabattus PD for radios to be assigned to Public Works was sent to MEMA with a 5-2 vote against recommending for approval

NEW BUSINESS
A. Reminder that “Annual Submissions” which include facility registration and chemical inventory fees will now be due on March 1- EMA has revised paperwork packages if needed but REMEMBER: ALL SUBMISSIONS ARE DUE ELECTRONICALLY TO THE LEPC, FIRE DEPARTMENT IN THE JURISDICTION IN WHICH YOU DO BUSINESS AND TO THE STATE EMERGENCY RESPONSE COMMISSION (SERC); 72 reports received to date (122 received last year) – call the EMA office (Tim) if you need assistance with electronic submission process

A. Tim
Bubier reported on Hazmat Preparedness Training program he attended at EMI
B. LEPC
authorized transfer of funds from hazmat team pager account (no longer using
pagers) to the training account as we still have 3 ops/ops refresher courses to
pay for totaling $8,030 and no money left in the SERC appropriation we received
on July 1
C. Maine
Preparedness Conference on April 29/30 interferes with LEPC meeting of April 30
– in order to afford opportunity for all to attend the conference on day two, choice
was given to the membership to reschedule the LEPC meeting to the previous week
or cancel the meeting altogether and the LEPC voted to cancel the April 30
meeting
D.
Kevin Oliveira of St. Mary’s Health systems asked if the upcoming
Wal-Mart tabletop and full-scale exercises will be open to community
participation or only for public safety participation – open to community if an
agency/organization wants to participate
E.
Chief LeClair reported that Phyllis Gamache Jensen has been hired as the
new L/A 911 Director and will begin her duties on March 15

Next Meeting is MARCH 26 – April 30 (CANCELED) – May 28 – June 25 – July 30 –
August 27 – September 24 – October 29 – November 19 – December 17, 2010 @ 8:30 AM at the County EMA Office located at 45 Oak
Street beneath Lewiston Central Fire station – please be sure to use the Oak
Street entrance.
