SECRETARY'S REPORT
The Secretary's report for the meeting of 16 November
was accepted without change. Meeting

OLD BUSINESS
A. Committee Secretary reported there were no requests for community right-to-know information since the last meeting
B. Committee Secretary provided the SERC and SERC Training Reports – next SERC meeting scheduled for November 20; minutes from the SERC Training Committee meeting of October 4 have not yet been distributed; EMA Training Report - COBRA Team and Vivian Matkivich of Lew/Aub Water Pollution Control Authority attended the Hazmat Safety Officer training held on November 6-8 and reported it as excellent training; Tim Bubier attended a radiology department exercise at St. Mary’s Regional Medical Center on November 13 and congratulations to St. Mary’s for a successful exercise; upcoming training includes ICS training for Livermore Falls on November 20 from noon to 4 PM and again from 5:30 to 9:30 PM
C. Financial Report: Funds received since last meeting: $2,764.89 for quarterly stipend + $2,081.71 for HSGP invoices + earned interest of $174.34 for a total of $5,019.94; total LEPC expenditures $369,134.02; unencumbered balance $26,689.39 and encumbered balance $9,573.88; purchases made since last meeting: none - Purchases to recommend: none
D. Status of Homeland Security Grant 2007 - Where are we now? All applications are due to the County EMA office no later than 4 PM today (November 16) – all applications will be reviewed by the County Review Committee on November 27 and that Committee’s recommendations will be forwarded to MEMA for the state Review Committee no later than 30 November; the State Review Committee expects to review all applications on December 14 and awards should be made by the following week
E. COBRA Team status: nothing to report this month
NEW BUSINESS
A. Joanne reviewed Maine DEP’s law regarding reporting chemical spills that involve chemicals not covered by an SPCC Plan. Joanne has a copy of the law and can send a copy upon request
B. Joanne provided a brief report on Dept of Homeland Security reporting requirements for facilities that have chemicals in amount that make them subject to the new requirements; Mike Rioux, Senior Regulatory Specialist at St. Germain & Associates, Inc. forwarded the following information immediately after the meeting:
“The LEPC
meeting and tour of the
interesting and worthwhile
attending. Regarding the Chemicals of
Interest List from the Dept. of Homeland Security, the
final list was
published in the Federal Register on November
2nd. Companies have 60
days from that date to review the list and determine
if any of the
screening thresholds have been exceeded. If
any of the screening
thresholds have been exceeded, then the company is
required to go onto
the DHS website and complete a "Top
Screen". Once completed, the DHS
will review the results of the Top Screen and
determine whether the
company does not have a security issue or the company
does have a
security issue and will have to develop additional
security measures
specified in the final rule. Follow this

feel free to pass this link on to the committee
members.
If you need me to explain this rule or any other
environmental statue or
regulation to the LEPC, I will be glad to do so at my

Emergency Management Agency located
beneath Lewiston Fire Headquarters at 45 Oak Street in Lewiston – please be
sure to use the Oak Street entrance to the EMA office.
