OLD BUSINESS
A. Committee Secretary reported there were no requests for community right-to-know information since the last meeting
B. Committee Secretary provided the SERC and SERC Training Reports – no SERC and SERC Training Report since the next meeting is not until November 18 and there is nothing new to report; EMA Training Report - staff continuing to work on plan revisions working on plans revisions, emergency public information and education materials and development of county-wide animal response team; received Hazmat Ops Refresher Trng application from Livermore Falls F.D.; COBRA Team completed Tech refresher trng two weeks ago; Androscoggin EMA Deputy Director completed the CAMEO Train-the-trainer course this past week; Facility Reports - none
C. Financial Report: Funds received since last meeting: $38.51 for training reimbursement + earned interest of $57.29 for September for a total of $95.80; total expenditures $389,256.44; unencumbered balance $26,839.17 and encumbered balance $10,150.60; purchases made since last meeting – paper, envelopes and mailing labels; purchases to recommend - none
D. Status of Homeland Security Grant 2007 - Where are we now?
FY-08 Homeland Security Grant Program Grant was announced on October 6 – of the $4.08 million available, 45% of that will go to the six metros (= $1.8 million with Lewiston receiving $271,154.63 and Auburn receiving $171,317.90) and the remaining 55% ($2.286 million) will be available for the 16 counties and the other 491 cities and towns; application information has been sent to allof the County’s other 12 municipalities as well as to the ASO and their deadline for submitting their applications is Friday 21 November; the County HSGP Review Committee will meet on December 3 to review the applications and prioritize the recommendations and Joanne will hand-deliver the application packages to December by COB on December 5
E. COBRA Team status: nothing to report since the last meeting; still planning on doing an exercise with Lewiston Fire Department and Bates College; the first planning meeting is scheduled for 18 November at Bates College
F. IMAT Vehicle status: request and deployment procedures are nearly ready and the vehicle has been taken to Lewiston Police Dept parking lot
G.
Reminder that annual Facility Registrations were due
October 1 and Facility Inventory and Fees will be due March 1, 2009
NEW BUSINESS
A. Vivian Matkivich of Lew/Aub Water Pollution Control Authority advised the Committee she is a member of the water utilities’ water response network
B. Steve Brezinski of Maine DEP thanked Wal-Mart for the tour of the Distribution Facility in Lewiston
C. Tim Bubier advised the Committee that Safety Kleen and XRI are out of business and that NITCO is a new facility to report
OTHER BUSINESS
A. Randall Berry reported that Wausau Paper
will be laying off 140 employees – if there are facilities – these employees
may be available to other employers in the area
B. Jessica Smith of Pioneer Plastics advised
that the facility is moving the security guard shack to the center of
facility’s incoming road and that all visiting the facility will need to go
through security to get in
C. The EMA staff will be conducting training
on how to do electronic reporting) during the winter months)
