SECRETARY'S REPORT

OLD BUSINESS
A. Committee Secretary reported there were no requests for community right-to-know information since the last meeting
B. Committee Secretary provided the SERC and SERC Training Reports MEMA reported that only approximately 50% of those facilities that should be reporting are doing so this County has only a handful that have not yet reported and follow-up is beinf done; SERC wants all LEPCs to come up with a minimum of a dozen new facilities a year (one new facility per month) that should be reporting and are not doing so; SERC will be looking at LEPC stipends and is leaning toward adding performance-based criteria to the formula for determining what each LEPC is worth rather than just using population, number of facilities and number of EHS facilities; new MOUs have been signed between hazmat teams and MEMA and a change in terminology from HM/WMD response to all-hazard response was made; a couple of SERC vacancies need to be filled and a vice-chair is still in need of being appointed; SERC announced an upcoming Tank Truck Roll-over training that has been scheduled for October 4 in Scarborough and October 25 in Brewer; next SERC meeting is November 18; EMA Training Report staff arranged for CONOPS Train-the-Trainer for public Safety to be completed; EMA staff working on plans revisions, emergency public information and education materials and development of county-wide animal response team; Auburn Fire Dept reported that Hazmat Ops Refresher training will be scheduled for the four platoons
C. Financial Report: Funds received since last meeting: $2,765.35 for LEPC qtrly stipend) + earned interest of $58.31 for August for a total of $2,823.66; total LEPC expenditures $387,317.81; unencumbered balance $27,052.77 and encumbered balance $11,818.32; purchases made since last meeting none; purchases to recommend - none
D. Status of Homeland Security Grant 2007 - Where are we now?
Communications Interoperability Grant of $4.1 million for statewide awards made to Androscoggin sheriff Dept and L/A 911 and for well below what was requested; FY-08 Homeland Security Grant Program will be announced in the near future and we have been informed that the money available is less than for FY-07 guidance for its use is being developed
E. COBRA Team status: nothing to report since the last meeting; still planning on doing an exercise with Lewiston Fire Department and Bates College with a preliminary plng meeting scheduled in November and the Tabletop Ex to be conducted in January, the Functional Ex in May and the Full-Scale Ex in August Auburn FD will be training with equipment and Lewiston FD has completed Ammonia Response Training
F. IMAT Vehicle status: request and deployment procedures, as well as user instructions are being developed and will be ready soon
G. Reminder that annual Facility Registrations are due October 1 and Facility Inventory and Fees are due March 1, 2009
A. Peter nearly completed the updates to the County HM Response Plan and we will finish up the remainder which includes the maps which are currently being revised
NEW BUSINESS
A. Ravi Singh of Wal-Mart Distribution Center will be leaving Wal-Mart and extends his thanks to all and has enjoyed the association; Keith Ouellette, no stranger to this LEPC, will be his replacement. Many thanks to Ravi for support to the LEPC during his tenure at Wal-Mart and although we know Keith will do an excellent job, Ravi will be missed
B. Jeremy Wherren of International Paper in Auburn will be leaving that facility on September 30 and Mike Kackmeister will be his temporary replacement
OTHER BUSINESS
A. Tim Bubier will be attending CAMEO
Train-the-Trainer at the end of October and Ray Lussier will be attending
training at MEMA on resource and critical infrastructure protection
B. Randy Berry of Wausau Mosinee advised
that they are now using bulk sodium hypochlorite
