SECRETARY'S REPORT
The Secretary's report for the meeting of 31 August was

OLD BUSINESS
A. Committee Secretary reported there were no requests for community right-to-know information since the last meeting
B. Committee Secretary provided the SERC and SERC Training Reports no SERC meeting in September as it was canceled next SERC meeting is scheduled for November 20; minutes from the SERC Training Committee meeting of August 2 include information from Life Safety Specialists who purchased all of MFT&Es hazmat training equipment and programs and will use the programs and instructors approved by the SERC in January and both were approved by the Training Committee; the SERC Training Committee also recommended Byron Calderwood as an Awareness Instructor; there were questions pertaining to the new Hazmat Ops and Technician competency checklists and these questions will be discussed at the October 4 SERC Training Committee meeting; the Hazmat Safety Officer Course is scheduled for November 6-8 in Florian Hall at MEMAs home building on Commerce Drive applications are now available; HM Tank Truck rollover programs are scheduled for Saturday October 13 at Searsport fire station Wednesday October 17 at Lincoln Region 3 vocational School and Saturday October 20 at Bridgton Municipal Complex; training completed = COBRA Team completing their 2-day refresher training at Poland Fire Department; Androscoggin EMA along with COBRA Team, Androscoggin Sheriff Dept, United Ambulance, Turner Fire/Rescue and Livermore Fire Dept are participating in a tri-county/three-phase exercise with Oxford and Franklin Counties with the first phase tabletop scheduled for October 20, the second phase functional is scheduled for May of 2008 and the third phase full-scale is scheduled for October of 2008; Joanne and Tim will complete ICS 400 training on October 11 and 18 and they will be working with municipalities on scheduling final ICS requirements for the municipalities that are not yet up to full compliance with NIMS requirements
C. Financial Report: Funds received since last meeting: $1,400.00 for hazmat operations training + $148,792.56 for HSGP invoices for total of $150,192.56; total LEPC expenditures (from all accounts) $366,993.19; unencumbered balance $25,761.23 and encumbered balance $7,583.78; purchases made since last meeting: none - NOTE: new budget category added to hold money for HM Team pagers as we receive our approved quarterly stipend and added $39.10 as our first quarterly amount towards HM Plan revision and distribution
D. Status of Homeland Security Grant 2007 - Where are we now? Waiting on state to roll-out the FY-07 program
E. COBRA Team status: had its first call on 9/24 to Auburn PD for an unknown substance
F. New draft hazmat ops and hazmat tech competency checklists still being finalized at the State level SERC Training Committee has received questions from some vendors and it was suggested to send checklists to other all vendors for their comments
G. Another reminder that Facility Registrations with fees are due October 1st
