Morgan, called the meeting to order at 0830 hours. Jamie Robinson of St.
Lawrence & Atlantic Railroad announced his retirement and introduced his
replacement – Bob Pratt. The LEPC
thanked Mr. Robinson for his work with the LEPC and wished him well.

SECRETARY'S REPORT
The Secretary's report for the meeting of 27 June has
not yet been submitted and will be submitted with the July meeting minutes. Meeting minutes are now posted on the web

OLD BUSINESS
A. Committee Secretary reported there were no requests for community right-to-know information since the last meeting
B. Committee Secretary provided the SERC and SERC Training Reports – there was no SERC meeting on July 15 due to lack of quorum - so nothing to report; the LEPC annual workplan and “budget” were sent to SERC by July 1 due date and Mr. McAleer has directed Robert Gardner not to withhold LEPCs’ first quarter stipend because the SERC did not meet to review / approve budgets; EMA Training Report – nothing to report this month; LFD reported they are planning an ammonia exercise with Bates College late this summer / early fall
C. Financial Report: Funds received since last meeting: $17,299.20 for HSGP invoices (mini MERV equipment and Contract Planner) + earned interest of $60.98 for June for a total of $17,360.18; total LEPC expenditures $383,842.43; unencumbered balance $27,148.19 and encumbered balance $12,208.42; purchases made since last meeting - none; purchases to recommend - none
D. Status of Homeland Security Grant 2007 - Where are we now?
Communications Interoperability Grant of $4.1 million for statewide – four applications were submitted to MEMA by the July 15 deadline – State Review Committee met on July 22 – the next step is for MEMA to re-write their Grant Appropriation Justifications and send to DHS – once DHS responds to MEMA’s revised plan, MEMA will notify us of the grant awards – hope to have all finalized by end of September
E. COBRA Team status: will be doing an exercise with Lewiston Fire Dept and Bates College
F. IMAT Vehicle status: all communications equipment and computers have been installed; the two seats have been installed, the trailer and vehicle have been lettered; Tim and Joanne were sent to Cabela’s to look for a tent, heater and other accessories and that will be ordered by July 31
G.
NEW BUSINESS
A. Peter Gagnon reviewed the facility Hazard Analysis Process for the County Plan updates and asked facilities to send their updated information ASAP
OTHER BUSINESS
A. Information pertaining to
Zane Keeler, a.k.a Richard Ferraro, a past RACES member of the Androscoggin
County RACES organization has been passing himself off as an EMA official and
has been going to various organizations to do ”communication study” – “security
study” – “homeland security grant coordinator”, etc…. – he is not affiliated
with Androscoggin County EMA or any other EMA office in any county, State and
at the Federal level. His photo and
pertinent info will be forwarded to all facilities – if he appears on your
property, please call Lewiston Police Department
